What changed

  • add provider- and hardware-neutral task evaluation profile/evidence contracts
  • enforce general-first and bounded additional profile expansion
  • persist task scores and use them for explainable task-aware candidate selection
  • preserve legacy routing when no task profile is requested

Verification

  • go vet ./modules/capability/... ./adapters/postgres ./cmd/core-runtime
  • go test ./tests/model_qualification/...
  • devctl preflight, check-diff, check-architecture, independent, git diff --check

The asynchronous Work Graph evaluator/runner remains the next stage; this PR provides its durable contract and routing gate.
