DEV-000246

Adds a read-only internal Work Graph status projection with graph, node and dispatch queue counts. Scheduling, fan-out/fan-in, verifier and replan semantics are unchanged.

Checks: go test, go vet, devctl preflight, diff scope, architecture sentinel, independent governance verification.
