DEV-000248

Adds safe rejection diagnostics for the live task-evaluation graph canary. No payloads or secrets are logged. This is the first step to repair the live Work Graph -> evaluator path.

Checks: go test, go vet, devctl preflight, diff scope, architecture sentinel, independent governance verification.
