1. Confirm Git commit/release manifest.
2. Confirm required secrets exist outside Git.
3. Run architecture/test gate.
4. Deploy exact evaluated artifact/stack through Portainer.
5. Verify `/healthz` on runtimes.
6. Do not treat startup success as semantic migration success; run release-specific verification before final promotion.
