ADR-0002 — Codex is an implementation capability

Status: ACCEPTED_V1

Codex is expected to implement most code but is not architectural authority. Repository structure, type system, DB ACLs, protected paths, CI and task packets must mechanically enforce what can be enforced.

A fresh Codex session must be able to work correctly from repository artifacts without prior chat history.
