GEN2-SECRETS-001 — Local Machine Credential Provisioning & Rotation
Bounded post-M5 remediation. Provides the technical protected-secret control-plane mechanism required by GEN2-AUTHORITY-001; it does not change semantic ownership or grant Authority.
