DEV-000073 is NOT DONE; current work is partial/stabilized WIP only. go test ./cmd/devctl was last verified PASS. Remaining bootstrap/secret integration requires a stronger long-horizon model. This commit is preservation-only; current ancestry includes DEV-000072 candidate 36fec6c05cdf7aaf413fe... and must be reconciled before DEV-000073 promotion.
Architecture authority
This directory contains architecture authority artifacts. ARCHITECTURE_CONSTITUTION.md outranks all lower-level files. architecture-registry.yaml is the human-authoritative machine-readable registry; architecture-registry.json is the generated/bootstrapping mirror used by the initial stdlib-only devctl.
Do not casually edit either registry copy. A Tier E task must update both atomically until registry generation is automated.
reference/FOUNDATION_FREEZE_PACK_V1.* preserves the freeze package used to bootstrap this repository. It is reference/history, not higher authority than current accepted files in this directory.
