DEV-000292: unlock the narrow creator-web scope authorized for this development task. Ordinary conversational questions now use the local Cognitive Gateway; source-dependent questions with WEB_RESEARCH/VERIFY_FACT remain truth-first. No secrets or production guardrails changed.
