Add DEV-000293 and ADR-0019. Replace the blanket browser-automation prohibition with a bounded read-only observation capability: allowlisted HTTPS navigation, no credentials/cookies/forms/downloads/mutations, provenance-preserving observations, explicit unknown/partial outcomes, and search fallback.
